HEALTH FINANCING AND INSURANCE REFORM IN MOROCCO

In 2005, the government of Morocco approved two reforms to expand health insurance coverage, improve access to high-quality care, and reduce disparities in access and financing between income groups and between rural and urban dwellers. We analyzed the historical debate leading to the reforms, the benefits covered, financing, administration, and oversight. We found that the Moroccan health system improved dramatically over the prior several decades and achieved major milestones in health status, health care delivery, and financing. Despite these considerable gains, inequities and inefficiencies in both access and financing remained. To rectify these limitations and build on the strengths of the system, the Moroccan government implemented major policy reforms. These efforts offer hope for closing health system gaps in Morocco and lessons for countries worldwide.
